Chris Micheli is a many published author and co-author of Guide to Executive Branch Agency Rulemaking, the manual on lobbying agencies prior to the statutorily mandated APA public notice of rulemaking. Prior to APA notice, agencies revise draft rule language, iron out technical and political rule-delaying problems, consider impacts and responses from potentially regulated parties, estimate costs of implementation and enforcement, and during which interest group lobbying most impacts the final rule.
I have long enjoyed giving back to my profession and advocating for it wherever I go. Having written several books recently, as well as dozens of articles about the profession, I believe it is important for me to give back to my colleagues and my profession because it has afforded me a wonderful professional career. I love the institution (California Legislature), the process, and the lobbying profession. I enjoy educating others about the lobbying field, especially students and other professionals looking to get into this field. In addition, I have been teaching several law school courses on lobbying and the legislative process, as well as giving seminars about legislative and regulatory advocacy. These opportunities allow me to share my knowledge and educate those who want to learn about lobbying and state government. There is a lot of satisfaction in helping others, answering questions, and promoting a profession I deeply respect and enjoy.
Chris Micheli is an attorney and Principal with the Sacramento governmental relations firm of Aprea & Micheli, Inc. He has been a registered lobbyist in California for over 25 years. He serves as an Adjunct Professor at McGeorge School of Law, as well as a Lecturer in Law at the University of California, Davis King Hall School of Law. He also serves on the Board of Directors of the Institute of Governmental Advocates, the statewide trade association for lobbyists in California.
